Since our inception, BlueResilience has been totally
focused on building better cops within a culture of wellness.

Blue Resilience was founded by two retired police officers who served a combined 34 years in the trenches at the line level. We have expertise in police stress, physical fitness, habit-based nutrition coaching, positive psychology, mindfulness, and cognitive behavioral therapy. That expertise, coupled with our experience of working in a medium-sized urban city, allows us to provide education and consulting to police organizations in the area of wellness. At BlueResilience, our goal is to ensure law enforcement personnel become more resilient to the ever-present, toxic stresses of the job.

Jeff Shannon


Jeff Shannon,LMFT is a retired police officer and licensed Marriage & Family Therapist in the San Francisco Bay Area. He is a nationally recognized subject matter expert on police stress. 

He is a contributing columnist at Calibre Press, writing about the cross-section of psychology and law enforcement. You can find his articles here. 


As a CA POST Certified Master Instructor, Jeff is an experienced law enforcement instructor, teaching resilience, crisis de-escalation, mentally disordered offenders, suicide by cop, and many other pertinent law enforcement topics.  


In his law enforcement career, Jeff worked assignments in patrol, narcotics enforcement, bicycle patrol, and Personnel & Training. He designed, developed, and delivered a Crisis Intervention Training (CIT) for his department, and served as the Critical Incident Stress Management program team leader. 

Jeff maintains a psychotherapy practice, specializing in treating first responders.

Tim Kaplan


Tim Kaplan worked as a police officer for 20 years. He retired in 2016 and began pursuing his passion for helping others reach their fitness, health, and wellness goals.


Tim has been a certified personal trainer since 2012. He is also a certified tactical strength and conditioning facilitator, a Level 1 Precision Nutrition Coach, and Fitness Nutrition Specialist. Tim holds a Faculty Level Certification from the Wellness Council of America (WELCOA), a leading resource for workplace wellness.


Tim spent the majority of his police career in the patrol division while holding  a number of collateral assignments including Field Training Officer, Crisis Negotiator, and Crowd Management Team member. Tim was assigned to Sexual Assault Investigations Division for 3 years, and spent 2 1/2 years on a high visibility street level narcotics and violence suppression team. Tim was trained in Critical Incident Stress Management.  


Tim has always been committed to the wellbeing of his brothers and sisters in law enforcement. He spent many years on the board of directors for his own police union. He held a number of executive positions and ultimately served as the President. Tim also served on the Peace Officers Research Association of California (PORAC) Bay Area Chapter as Vice President.


Tim is the wellness program coordinator for a small police department and runs his own independent personal training business.
